celebrated the invaluable contributions of our paraprofessionals! During a day of recognition and celebration, the union reinforced its commitment to the paraprofessionals of New York City to continue fighting to address the inequities of pattern bargaining. City Council Speaker, Julie Menin proudly confirmed her unwavering support for the reintroduced Para Respect Check Bill. On Monday, March 9th, the Bill went to a hearing before City Council and was very well received (<a href="https://legistar.council.nyc.gov/MeetingDetail.aspx?ID=1397461&amp;GUID=D37C1CE9-EF79-4CDD-B441-F8648956579B&amp;Options=info|&amp;Search=#">see agenda and video</a>).</p><p><a He explained that members unable to reach work due to extraordinary transportation delays should complete Form OP-201 for pedagogical staff or Form PD-19 for paraprofessionals and administrative employees. While these forms technically cover up to three hours of delay, precedent exists for full-day absences in extraordinary circumstances, such as when the BQE was flooded for an entire day in the past.</p><h2><strong>Question Period</strong></h2><p><strong>Ashley Rzonca</strong>, Executive Board at Large, raised concerns about the Long Island Rail Road (LIRR) suspension and the impact on members facing three-hour travel delays. She inquired whether affected members should use CAR days or personal days. The response clarified the OP-201 process and emphasized that members should apply for extraordinary transportation delay status rather than using their personal leave time.</p><p><strong>Shawn Ramos </strong>reported receiving numerous questions from District 31 members on the same topic and requested clarification on the procedures. Mike Sill reiterated the explanation of non-attendance days and the OP-201 application process, emphasizing that these are paid days with no deductions when approved for extraordinary transportation delays.</p><p><strong>Lamar Hughes </strong>raised questions about members who live outside the five boroughs and the practical challenges of parking after snow plowing operations. He noted that parking availability is often overlooked in emergency planning. The response acknowledged these concerns and confirmed that the city expects low attendance but has not provided specific solutions for parking challenges. Members were advised to use public transportation when possible and to document any delays using the OP-201 form.</p><p><strong>Daniel Rodrigez</strong>, sought clarification on grievance procedures when OP-201 forms are denied or delayed. He noted that principals can only approve up to three hours, with superintendent approval required for longer absences. <strong>Mark Collins </strong>provided comprehensive guidance on filing timelines: members should file grievances within 30 school days of a denial and within three months of becoming aware of any payroll issues, though prompt action is encouraged. He emphasized that members should take affirmative action and file grievances if informal resolution is not possible.</p><p><strong>Tracy Ivanic </strong>inquired about the Department of Education&#8217;s response to concerns about Class Size and the Central DOE placing more than 20 students in classes despite class-size reduction requirements. Mike Sill reported that this matter was discussed with the DOE earlier that day. The DOE is enrolling students at rates based on outdated class-size limitations rather than the new requirements, particularly affecting kindergarten, 6th-grade, and 9th-grade classes. The union expects a response from the DOE within the week, especially for schools where reduced class sizes were part of their submitted plans.</p><p><strong>Rich Mantell, VP for Middle Schools (Passover Seder Observance) </strong>brought forward an important question regarding religious observance for Passover in 2026. He noted that the first Seder falls on April 1st, which is a school day this year. Unlike previous years when spring break began the day before the first Seder, this year&#8217;s calendar places the Seder on a school day, requiring religious observance accommodation.</p><p><strong>Passover Religious Observance Policy:</strong>Mike Sill explained the historical precedent for this situation. In years when spring break starts the day before the first Seder, the day before that is typically not granted as religious observance. However, in years like 2026 when the first Seder falls on a school day, that day is granted as a religious observance day. This policy has been in place for decades. Sill confirmed that he had already reached out to the DOE to ensure they were aware of this situation and to prevent principals from causing difficulties for members applying for this day. The DOE acknowledged awareness and committed to appropriate messaging in the Personnel Digest.</p><p><strong>District Activities &amp; Events</strong></p><p><strong>Nancy Aromando</strong>, Executive Board at Large, reported on upcoming professional development opportunities for Districts 15 and 20:</p><p><strong>Wednesday Workshop: </strong>FBA BIP (Functional Behavioral Assessment/Behavior Intervention Plan) data collection workshop via Zoom with Steven Minster</p><p><strong>March 3rd Presentation: </strong>Tom Brown will present on pensions at PS 24 in District 15</p><p><strong>Raul Garcia </strong>announced that next week will be Social Worker Appreciation Week. He encouraged members to show appreciation to social workers they encounter. The UFT will host its 10th Annual Social Worker Appreciation Day event at the union headquarters on Friday, 3/6. Garcia noted this is consistently one of the most well-attended appreciation events.</p><p><strong>Elizabeth Perez </strong>announced that the Jewish Heritage Committee will host a Purim celebration on Thursday at 5:00 PM at the Brooklyn office. All members are welcome to attend this cultural celebration.</p><p><strong>Mavis Yon </strong>reported on the Muslim Educators&#8217; Third Annual Ramadan Iftar Dinner scheduled for Friday. Tickets are $30, with doors opening at 4:30 PM and the event running from 5:00 PM onward. This annual event provides an opportunity for community building and cultural celebration.</p><p><strong>Sheryl Pender</strong>, Secretary Chapter Leader, announced that the Manhattan Secretary Meet and Greet originally scheduled for Wednesday, February 25th has been rescheduled due to the storm. The new date is March 18th at Whitehorse Tavern on Stone Street. A rescheduling email is being sent out, and an updated flyer with a new link will be distributed. All leaders are invited to attend and support their secretaries.</p><p><strong>Karen Alford </strong>reported on the successful African Heritage Dinner Dance held just before the break. <strong>Mavis Yon </strong>was honored as the recipient of the Frederick Douglass Award. The event also provided student scholarships, with recipients receiving funds for college as well as laptops. Alford thanked the many board members who attended and supported the event, describing it as a wonderful evening.</p><p><strong>Legislative Report and Special Order of Business</strong></p><p><strong>Vanecia Wilson </strong>provided the legislative report, which tied directly into the special order of business regarding a city council endorsement.</p><h2>City Council Support for Snow Day</h2><p>Wilson reported that several city council members have been supportive of not having an in-person school day following the storm. These council members have been actively pushing back against the decision and speaking out publicly about their concerns. She noted that a Change.org petition regarding the issue had garnered over 70,000 signatures.</p><h2>Special Election - City Council District 3</h2><p>A special election has been called for April 28, 2026, to fill the vacant seat in City Council District 3. This seat was previously held by Eric Botcher, who won a special election for State Senate, creating the vacancy.</p><p>Wilson presented a resolution endorsing Carl Wilson for New York City Council District 3. The resolution outlined the UFT&#8217;s commitment to supporting candidates who strengthen public education and uplift working families.</p><p><strong>Marquis A. Harrison</strong>, Executive Board at Large and Manhattan PAC representative, spoke in strong support of the endorsement. He reported that he had the opportunity to interview all or most of the candidates running for the district. Harrison emphasized that Carl Wilson was &#8220;by far very knowledgeable&#8221; about both the district and the schools within it. Wilson has already signed on to the power pledge in advance, demonstrating alignment with the UFT&#8217;s agenda. He worked to reduce vesting from 10 years to five, giving more educators access to the pensions they paid into. He supported auto enrollment for paraprofessionals, helping more members build long term security. He helped lower the number of highest earning years used to calculate final pension benefits from five to three, putting real money into retirees&#8217; pockets. These are lasting changes that continue to benefit members today.</p><p>Many of you know Tom personally. You may have attended one of his pension workshops, read his <em>Secure Your Future</em> column in New York Teacher, or spoken with him directly about your retirement options. Thousands of members have relied on his guidance because they know he understands both the system and the people it serves. All members have benefited from his tireless work and advocacy.</p><p>Our endorsement of Tom was made after careful and thoughtful consideration. The Unity Steering Committee met, reviewed the candidates, and unanimously recommended him. On February 9th, the general membership of the Unity Caucus voted unanimously to endorse him. Shortly after, the UFT Delegate Assembly overwhelmingly followed suit. That is how a democratic union functions. Discussion, deliberation, and then unity around the one candidate who has earned our endorsement and trust.</p><h4><strong>Now the real work begins.</strong></h4><p>We need turnout in May. Sill, who has served the union for nearly 13 years in roles including Director of Personnel and Assistant Secretary, was nominated by Middle School VP Rich Mantell and endorsed by former Secretary Leroy Barr. Sill committed to transparency and accountability, stating he stands ready to listen when corrected. The position of Assistant Secretary is now vacant, with nominations to be accepted at the February 23rd Executive Board meeting.</p><p><strong>Tom Brown Endorsed for TRS Trustee Re-election</strong></p><p>The board unanimously passed a resolution endorsing Tom Brown for re-election to the New York City Teachers Retirement Board. Brown, who has served 12 years as a trustee and currently chairs the TRS Board, was praised for his 30-year impact on pension reform, including five-year vesting, auto-enrollment for paraprofessionals, and Chapter 551 transfers for OTs/PTs among other titles in BERS. Multiple speakers testified to his dedication, accessibility, and genuine care for members. The resolution advances to the Delegate Assembly for final approval.</p><p><strong>President&#8217;s Report: Critical Priorities</strong></p><p><strong>Tier 6 Reform Campaign</strong></p><p>President Mulgrew reported progress on Tier 6 reform following meetings in Albany, emphasizing that the staffing crisis in public agencies makes pension reform essential. &#8220;You don&#8217;t have a state agency or a New York City agency that is fully staffed,&#8221; he stated. The union is pushing for a major registration drive on February 12th ahead of the March 8th rally, with buses already ordered to accommodate demand exceeding projections. For most of us, our pension is our single largest financial asset. It is deferred compensation earned over decades of service, and it is something that must be protected with vigilance and care.</p><p>That responsibility falls to the TRS Board of Trustees. Trustees are elected to safeguard the fund so that when you are ready to retire, you can do so with dignity and security.</p><p>This spring, one of the three educator trustee seats on the Board of TRS will be up for election.</p><p>As current trustees, we want to share an important update. Earlier this evening, the Unity Caucus Steering Committee met and voted to recommend endorsing Tom Brown for another term as trustee of the Teachers&#8217; Retirement System. That recommendation was then brought to the full Unity Caucus membership and just after 8:00 p.m., over 900 members voted anonymously to unanimously endorse Tom Brown.</p><p>For anyone who knows Tom, this outcome comes as no surprise.</p><p>Tom Brown has spent years doing the unglamorous, deeply consequential work of protecting our pensions. Whether in the UFT pension office, serving as Assistant Treasurer of the UFT, or representing educators on the TRS Board, Tom has consistently put members first. He understands that pensions are always a target for politicians, hedge funds, and so-called reformers looking for short-term gains at the expense of long-term security.</p><p>During his time on the board of TRS, Tom has been a steady, informed, and principled advocate. He has fought to strengthen the fund, improve benefits, and ensure that decisions are made with retirees and active members in mind, not political convenience or outside pressure. Under his leadership and with the work of the board, TRS has remained one of the best-funded public pension systems in the nation.</p><p>That didn&#8217;t happen by accident.</p><p>Unity&#8217;s endorsement reflects trust earned through experience, competence, and results. A motion to approve was seconded and passed without opposition.</p><p><strong>Officer Reports</strong></p><p>CTE Conference and Awards Highlights, VP for CTE, Leo Gordon shared updates on the CTE Impact on Achievement Conference, which was successfully conducted online, drawing over 200 participants. Additionally, Leo shared insights into the CTE Awards, noting that 41 of the 51 awardees had confirmed their participation, while chapter leaders will receive invitations to this event.</p><p>VP for High Schools, Janella Hinds unveiled two upcoming gatherings: the &#8220;Future in Focus&#8221; event on February 6, 2026, at Bronx Community College, and a college fair on March 27, 2026, at SUNY Maritime.</p><p>Paraprofessional Chapter Chair, Priscilla Castro reported on the successful District 75 Paraprofessional and Functional Chapter Training at TWA, despite inclement weather.</p><p>VP of Elementary Schools, Karen Alford drew attention to the 18th Annual Early Childhood Conference scheduled for April 25, highlighting keynote speaker Dr. Meisha Porter and Congamoves, as well as the presentation of the Abe Levine Award to Amy Craine, of the Richmond Pre-K Center, Cohort B.</p><p>VP of Middle Schools, Rich Mantell wrapped announced the Middle School Conference on February 7th, featuring eight workshops on diverse topics, including classroom management and Tier 6 reform.</p><p><strong>District Reports</strong></p><p>Rudolph Bastien broached the subject of remote learning on Tuesday January 27, to which LeRoy stated that the City had announced that schools would be open.</p><p>Faiza Khalid announced an upcoming Tier 6 day of action on February 6th in Manhattan and at the District 5 Office.</p><p>Mavis Yon discussed the African Heritage Committee&#8217;s annual dinner dance scholarship event, also on February 6th.</p><p>Elizabeth Espert, shared the success of Uptown UFT&#8217;s Coquito event, which raised nearly $300.</p><p>Nancy Aromando announced several Brooklyn  initiatives, including informational sessions on pensions, tenure workshops, and welcoming events for new members.</p><p>Shameeka Hunter detailed the UFT&#8217;s inaugural Juneteenth celebration trip to Charleston, South Carolina, from June 18-21.</p><p>Rashad Brown discussed the impending Black History film series, set to launch on January 29 and continue throughout the month of February, with a focus on themes from Gullah culture to systemic injustices.</p><p>VP of Education Mary Vaccaro highlighted the success of the Center for School Improvement&#8217;s AI conference and announced additional weekend study sessions to aid educators in passing the New York State education test, available in all five boroughs.</p><p>Information about the Muslim Educators Association&#8217;s &#8220;Festival of Lights&#8221; event, attended by numerous UFT members, was shared by Seung Lee.</p><p><strong>Tier 6 Campaign</strong></p><p>Emily James provided an update on the Tier 6 campaign, gearing up for its &#8220;Make It Human Day&#8221; on February 6th, with reminders being sent to campaign leaders and members.</p><p><strong>Resolutions</strong></p><p>Vanecia Wilson reported on the postponement of early voting for a special election due to inclement weather, with resumption scheduled for the following day, and mentioned an upcoming vigil for the late Alex Pretti. The board also passed a resolution in solidarity with AFGE Local 3911&#8217;s memorial vigil for Alex Pretti, as introduced by Janella Hinds.</p><p><strong>Officer Vacancy</strong> </p><p>The executive board declared a vacancy for the position of Secretary, with nominations expected at the February 9 meeting and, if necessary, an election on February 23rd.</p><p><strong>Closing</strong></p><p>The meeting was adjourned. She cited an anonymous investigation lacking due process and questioned why her Step 2 grievance remains unapproved.</p><p><strong>Ben Russell</strong> (CTE Teacher, Photography; Union Delegate, High School of Fashion Industries) described receiving disciplinary letters based on vague, anonymous student statements containing fabricated allegations. He noted retaliation after supporting Rabiner, including a punitive observation, and stated that a Step 2 hearing&#8212;owed seven months prior&#8212;has not been granted, effectively shielding administration from accountability.</p><p><strong>Ann Looser</strong> (Former Chapter Leader, High School of Fashion Industries) highlighted a pattern of similar cases and noted that grievances filed by multiple chapter leaders have not received Step 2 hearings. She requested clarity on grievance procedures and expressed concern about members being &#8220;railroaded,&#8221; including prior discontinuances.</p><p><strong>Sean Ahearn</strong> (Retired Teachers Chapter Delegate) raised a resolution passed over one year ago opposing co-pay increases. He noted that PPO members were promised no co-pay increases for five years, but Medicare-eligible retirees&#8217; co-pay status remains unresolved. He requested the resolution be brought to the Delegate Assembly for deliberation and vote.</p><div><hr></div><h4><strong>Approval of Minutes</strong></h4><p>Minutes from December 8, 2025 (Executive Board), December 12, 2025 (Ad Comm), and January 9, 2026 (Ad Comm) were approved unanimously.</p><div><hr></div><h4><strong>Reports</strong></h4><p><strong>Michael Sill</strong> reported on Chapter Leader Training held January 11-12, attended by approximately 150 chapter leaders, over half newly appointed since September 2025. Feedback indicated highly engaging and informative sessions. Chapter Leader 3 training is scheduled for March. He noted strong mayoral and chancellor support for class size reduction initiatives.</p><p><strong>Geoff Sorkin</strong> (Healthcare) reported on the January 1st NYCE-PPO implementation. The union staffed 25 representatives on January 1-2 to handle emergency/urgent care inquiries. Initial call volume was manageable (65 calls on Day 1; 85 on Day 2, compared to Emblem Health&#8217;s 3,000). Current inquiries focus on benefit design and pharmacy transitions from Express Scripts to Private Therapeutics. Ten expert representatives from Emblem Health and United Healthcare will provide one-on-one counseling at union headquarters at the 1/14/26 Delegate Assembly.</p><p><strong>Michael Freeman</strong> announced the passing of Nadra Haywood, a school counselor at Pathways to Graduation who retired in June 2025. She lost her husband in May and passed away in December, leaving two children who lost both parents within six months. Tier 6 diminished retirement benefits for workers across the state and, most importantly, for a generation of our members. As the largest local union in New York State, all eyes are on the UFT. In practice, because Unity is the caucus behind every major improvement in the lives of UFT members since the founding of the UFT, all eyes are truly on the Unity Caucus.</p><p>Unity takes this responsibility seriously. On Sunday, January 4, while other caucuses were resting, Unity members were already back to work. Nearly 500 members logged onto Zoom to organize around our participation in the Fix Tier 6 in 2026 campaign. The effort paid off immediately. By the end of that meeting, participation in the campaign had tripled.</p><p>The momentum continued on Tuesday, January 6, when Unity members turned plans into action. They built walls of support in their schools, rallied colleagues, and achieved the goal for January, to make the fight to Fix Tier 6 visible. The session was productive, with Latrice Curry and Christian Callaghan answering many questions, creating an atmosphere of enthusiasm and engagement. We are steadfast in our commitment to ensure every District 75 teacher achieves tenure. Additionally, we have a fun gathering scheduled for December 16th at 809 Bar and Grill, where we will meet UFT President Mulgrew. We invite everyone from District 75 to join us for this enjoyable evening.</p></li></ul><ul><li><p>Last Monday, we marked World AIDS Day with about 30 members present. It was a poignant occasion held at the epicenter of the AIDS crisis, fostering a sense of hope and commemorating those affected. We appreciate your support and hope more can join next year.</p></li></ul><ul><li><p>Manhattan hosted a legislative meet &amp; greet on Tuesday, December 2nd, thanks to Marquise Harrison and Servia Silva&#8217;s efforts. The event was beautifully organized, and the team excelled in their duties. Brooklyn followed on December 4th with Greg Monti and Elizabeth Perez leading a similarly successful event. Members engaged proactively with the elected officials who attended, which greatly enriched the occasions. With over 100 registrations so far, it promises to be a lively and fun night at the HANA House, celebrating our paraprofessionals, school secretaries, social workers, occupational therapists, physical therapists, and others. It&#8217;s been a great year, and we look forward to honoring everyone&#8217;s hard work.</p></li></ul><ul><li><p>On December 11th, the Asian American Heritage Committee will host an origami workshop, followed by the African Heritage Committee&#8217;s Kwanzaa celebration on December 12th in Queens.</p></li></ul><ul><li><p>We will be having a <strong>Coquito and Chill Fundraiser</strong>, organized by the AFT Latino Caucus, this event will be held on December 18th at the War Room in the Bronx. Attendees will enjoy Coquito, a traditional Puerto Rican holiday beverage, and participate in fundraising efforts for the Maria Portalatin National Scholarship. Flyers and a QR code for registration were disseminated during the meeting, with an emphasis on community engagement and cultural celebration.</p></li><li><p><strong>Ugly Sweater and Toy Drive Events: </strong>District 15: Scheduled for December 12, 2025, participants are encouraged to don their favorite ugly sweaters while contributing toys for a holiday drive. District 9: Similar to District 15&#8217;s event, this will be held at We Bar 47 on Brooklyn Boulevard in the Bronx, fostering community spirit and generosity during the holiday season.</p></li></ul><ul><li><p>We will be having a Toy giveaway on December 18<sup>th</sup> in Harlem. We now have a rare opportunity to make significant strides. This year, we aim to tackle the age issue head-on. Our strategic plan involves monthly action on the 6th of each month to build momentum and expand participation, much like our successful contract campaign. These ongoing efforts will set the stage for a powerful rally in Albany on March 8th. A toolkit and supplementary materials will be provided to chapter leaders to ensure widespread involvement and understanding.</p><p><strong>District 30 Actions Against ICE Raids:</strong> In response to recent ICE raids, the district is organizing community support and training sessions. Through persistent organizing, Unity has clawed back significant gains. We restored the Final Average Salary calculation from five years back to the Tier 4 standard of three years, and we lowered the vesting requirement from ten years to five. These victories only happened because Unity organized, fought, and refused to accept injustice.</p><p>But there is still more to do.</p><p><strong>Kickoff Meeting: Your Role in the Fight</strong></p><p>Unity has already proven that major victories are possible. This flexibility reflects the collaborative efforts to ensure timely submissions across all schools.</p><p><strong>Healthcare Case Update: Awaiting Judicial Ruling</strong></p><p>In an update on the critical healthcare case, Carl Cambria reported back on the day&#8217;s court proceedings. The case reviews whether city law permits a self-funded health plan. The decision remains pending, and the judge did not rule on the preliminary injunction at this time. The implications of this case are significant, particularly for pre-Medicare retirees, and an update is anticipated in the next executive board meeting.</p><p><strong>&#8220;Fixing Tier Six in &#8216;26&#8221;</strong> </p><p>Emily James announced the launch of the &#8220;Fixing Tier Six in &#8216;26&#8221; campaign, set to begin with an event this Saturday. This initiative aims to make substantial progress over the coming year, culminating in a major rally scheduled for March 8th in Albany. Outside groups with competing political and financial agendas worked to stall it. At the same time, members of the ABC Caucus actively opposed it. Their opposition wasn&#8217;t passive. It was strategic, aggressive, and public. Their members and leadership took to social media to spread fear, doubt, and misinformation. They tried to turn public opinion against the Bill and treated paraprofessionals as political pawns in their unsuccessful bid for power.</p><p>In the face of this opposition, the Unity Caucus kept moving forward. While ABC tried to create division, we organized.</p><p>We facilitated a true grassroots movement from scratch. We had hundreds of one-on-one conversations with paraprofessionals, parents, and community members. We met directly with Council Members. In doing so, we created a forum where paras could explain the impact that pattern bargaining has had on them. They explained the real impact of poverty wages. They shared stories of having to choose between rent, groceries, and medication. In doing so, they made clear that the failure to take immediate action would result in unfilled positions and students who went without their legally entitled services.</p><p>And the City Council listened!</p><p>Support for this bill grew. Not because of politics, but because of truth.</p><p>By the time the City Council hearing took place, the shift was undeniable. Elected officials from across the political spectrum publicly criticized the Department of Education and the Office of Labor Relations for failing to bargain with paras in good faith. Joann Ariola, a republican, was one of the loudest advocates for this bill at time when politics is more partisan then ever before. That moment did not happen by accident. It happened because working people organized, testified, and refused to be silenced.</p><p>Today, Bill 1261 stands closer to passage than anyone thought possible when this fight began. So close in fact that there is now one person standing in the way, Speaker Adrienne Adams.</p><p>We learned on Friday that the bill was deliberately left off the agenda for the November 25, 2025 City Council meeting. They were seconded and carried with unanimous consent.</p><p>Special Orders of Business distributed: Two items were presented for review and prioritization.</p><p><strong>Leo Gordon, Vice President-Career and Technical Education</strong>, addressed the board and spoke on the following items:</p><ul><li><p><strong>CTE Awards Notification: </strong>The CTE Awards are scheduled for February 12, 2025. We are using Cvent for nominations, which streamlines the process. The deadline for nominations is November 28th&#8212;Chapter leaders are urged to respond promptly. If they face issues with the C-VENT link, email <a href="http://LGordon@uft.org">LGordon@UFT.org</a> and <a href="mailto:SStrickland@UFT.org">SStrickland@UFT.org</a> to address communications gaps quickly.</p></li><li><p><strong>Introduction to CTE AI Training</strong>: Organized in partnership with Pursuit, this initiative focuses on advanced AI tool development, marking a decisive move toward modern educational tools and pedagogy. We have eight seats available for participants who have used AI previously.</p></li></ul><p><strong>Karen Alford, Vice President- Elementary Schools</strong>, addressed the board and focused on the following:</p><ul><li><p><strong>Legislative Visit Highlights:</strong> Held at PS 19, District 24, showcasing wellness and community integration&#8212;overseen by NYSEC. NYSEC aims to secure $100 million, underpinning the vital role of community schools, particularly for their cost-effectiveness and in enhancing student attendance and academic growth.</p></li></ul><p><strong>Mary Vaccaro, Vice President-Education</strong>, addressed the board and spoke on the following items</p><ul><li><p><strong>Child Abuse Prevention Course:</strong> Approximately 64,000 course completions noted. Continued emphasis on directing those who completed the first part to promptly finish the second. As part of our commitment to ensuring thorough training compliance, we will contact 112 members who still need to complete the training individually to ensure they are in compliance with the state&#8217;s requirements.</p></li><li><p><strong>MTSS Program Investigations:</strong> We have concerns over inconsistent assessment procedures identified across schools.</p><ul><li><p>Definition of Tier 3 Instruction: Calls for specialized attention, involving separate, intensive instruction practices to meet educational guidelines&#8212;an area targeted for streamlined resolution.</p></li></ul></li></ul><p><strong>Mark Collins, Director of the Grievance Department</strong>, addressed the board and spoke on the following:</p><ul><li><p><strong>D75 Grievance/Arbitration Success:</strong> The case centered on Compensatory Time positions with contrived job titles that bypassed proper approval channels. It also spoke to the fact that the comp time positions, in this case, should have gone through the SBO process, and they did not. After extensive testimony, the arbitrator agreed with our position, solidifying our union&#8217;s integrity in protecting members by upholding position definitions and the necessity of SBOs.</p></li></ul><p><strong>Carl Cambria, Director of Negotiations</strong>, addressed a recent Anthem lawsuit questioning the contracting processes under the NYCE PPO plan, portrayed mainly as an attempt to obstruct substantive influence on the January 1st objectives.  Last Thursday, Judge Frank, heard the case on the TRO and immediately dismissed the TRO.</p><p>The case on the merits will be heard on December 1st. However, given how the TRO went, we&#8217;re very confident it will continue to be successful.</p><p><strong>MEMBER ENGAGEMENT AND UPCOMING UNION FUNCTIONS</strong></p><p><strong>Class Size Enforcement:</strong> Addressed concerns surrounding failure to keep to designated limits in specialized programs, reiterating commitment to compliance with legislative standards. The DOE has been saying, up until now, that schools should not prioritize downsizing gifted-and-talented classes.</p><p><strong>District Efforts: </strong>Our members have been collaborating and supporting each other and the communities in which they teach in record numbers. From community engagements, including a Legislative Breakfast held on November 13, 2025, to Friendsgiving events, UFT has been doing the work, raising the bar and rising to the occasion.</p><ul><li><p>Districts 5 and 6 celebrated with members by having a game night.</p></li><li><p>Members in Staten Island celebrated School Related Professionals and the integral work they do in their classes every day, without which we know our schools would not run. Between dinner, music, dancing, and door prizes, which were very popular, everybody had a great time demonstrating effective community bonds.</p></li><li><p>Members across boroughs came out to learn how they can provide support to immigrant families. The meetings had a great turnout, and we are looking forward to continuing these information sessions, as we have received overwhelming responses from our members.</p></li><li><p>Friday, November 7th, District 21 held a Friendsgiving. We had 187 people show up and collected about 600 canned food items, which we donated to a local food shelter in District 21.</p></li></ul><p><strong>LEGISLATIVE ACHIEVEMENT AND COMMUNITY SOLIDARITY</strong></p><p><strong>Vanecia Wilson, Political Director</strong>, spoke on the following:</p><p>On November 13th, the UFT showed up and turned up. We have an awesome paraprofessional chapter. Priscilla Castro is doing an excellent job with her officers; they showed up with the information that was much needed at the City Council committee hearing on Intro 1261. As you know, Hurricane Melissa has caused widespread damage in Jamaica, and the people there need our help. We will be collaborating with AFT to extend disaster relief and will collect non-perishable goods and financial contributions through the Disaster Relief Fund.</p><p><strong>Resolution Supporting Student Dignity and Well-Being at Escuela Elementary</strong></p><p>This resolution is requesting support for installing critical student shower facilities at Escuela Elementary, addressing fundamental human needs and providing urgent additions to the infrastructure and the school.</p><p>Each approved resolution exemplifies the UFT&#8217;s responsibility towards global solidarity and local community enrichment. The latest call to &#8220;pause&#8221; implementation comes wrapped in seemingly &#8220;reasonable&#8221; language: equity, feasibility, resource allocation, fiscal responsibility.</p><p>However, behind this &#8220;reasonable&#8221; fa&#231;ade is a group of organizations with long records of supporting policies that have attempted to weaken public schools and the unions that anchor them. These organizations are &#8220;pushing to pause&#8221; class size legislation just as students, their families, and educators are poised to experience the benefits of the class size legislation we worked so hard to achieve.</p><p>The truth of the matter is that their &#8220;push to pause&#8221; would force thousands of students who live in poverty to accept larger class sizes for years, and maybe forever. You don&#8217;t see these groups calling for larger class sizes in affluent suburbs. That is not a coincidence.</p><p>The groups leading this push, the Robin Hood Foundation, EdTrust&#8211;NY, and Educators for Excellence (E4E), pose as neutral guardians of educational justice, but are far from it. As education historian Diane Ravitch has long warned, these organizations function as billionaire-funded policy mouthpieces, advancing donor-driven agendas that consistently erode public education while presenting themselves as advocates for &#8220;equity&#8221; and &#8220;reform.&#8221;</p><p><strong>The Players Behind the Curtain</strong></p><p><strong>Robin Hood Foundation</strong>, led by Richard Buery, promotes itself as a leading anti-poverty organization. Yet its support base is dominated by hedge-fund and corporate philanthropy. Its donors have spent years bankrolling initiatives that divert resources from neighborhood public schools to advance market-driven experiments designed to pad their pockets.</p><p><strong>EdTrust&#8211;NY</strong>, backed by major foundations including Gates, Bloomberg, Bezos, Hewlett, Walton, and others, has positioned itself as an equity watchdog. A close look at its recommended solutions shines a light on the real priorities of its funders: technocratic interventions, privatization-friendly metrics, and policies that dilute the voice of educators in the name of &#8220;accountability.&#8221;</p><p>And then there is <strong>Educators for Excellence (E4E)</strong>, headed by Evan Stone. E4E was built on the very funding streams that have fueled efforts to reduce teacher autonomy, expand charter footprints, and replace professional judgment with data dashboards. Gates Foundation dollars, Joyce Foundation grants, and historic support from the Walton Family Foundation make the organization&#8217;s priorities clear.</p><p>If anyone still harbors illusions about E4E&#8217;s intentions, they need only look at one of its biggest champions, its former board member, Dan Weisberg. For newer members, Weisberg was not just another policymaker. He was one of Mayor Bloomberg&#8217;s and Chancellor Joel Klein&#8217;s most reliable operatives in their long-running campaign against public education and organized labor. Weisberg built a career on undermining educators, and he was one of the loudest opponents of class-size legislation when the UFT fought to get it through the City Council. His record speaks for itself, and none of it speaks for teachers.</p><p>Although these organizations disguise themselves as grassroots groups, they are actually carefully curated instruments of a well-financed reform machine that routinely positions itself against public school educators while claiming to speak for them.</p><p><strong>This Is Not About Students, It&#8217;s About Control</strong></p><p>When these organizations urge a &#8220;pause,&#8221; they are not expressing concern for children. They are working to maintain a status quo in which private actors shape public policy, unions are weakened, and public schools remain dependent on corporate-funded intermediaries.</p><p>This is not a new pattern. It is the continuation of a decades-long project to assert influence over public education through philanthropic leverage and policy branding.</p><p><strong>The Complication Inside Our Own House</strong></p><p>What complicates this moment is not only the influence of outside groups, but the way their talking points occasionally find unexpected echoes closer to home. Internal caucuses, including <strong>ABC</strong>, have at times engaged with or amplified organizations whose broader aims sit uncomfortably far from the interests of public school educators and unions in general.</p><p>This is not to suggest that ABC is necessarily in direct alignment with the groups now calling for a pause on class size. But it is worth noting how easily external agendas can slip into our own conversations when internal politics become heated. What begins as a tactical gesture, a shared critique, or a momentary convenience can, over time, lend legitimacy to actors who have historically worked against the UFT and the values our members depend on.</p><p>This is not about motives, but rather it is about recognizing the subtle ways outside influence can seep in when internal factions look outward for leverage. And in those gray spaces, we must be cautious about who ultimately benefits.</p><p><strong>The Organization That Stands for Public Education Is UNITY Caucus</strong></p><p>At moments like this, clarity matters. There is one force in New York City that has consistently defended public schools, fought for smaller class sizes, secured stronger contracts, and protected the professional dignity of educators:</p><p><strong>UNITY Caucus</strong></p><p>UNITY Caucus has long stood firm against efforts to privatize our schools.<br>UNITY has resisted billionaire-funded initiatives that reduce educator influence and expand market-based reforms.<br>UNITY has strengthened the union, not fractured it.<br>UNITY has negotiated real improvements in teaching and learning conditions, not hypothetical ones in white papers funded by corporate donors.</p><p>At a time when outside groups are working harder than ever to divide, distract, and dilute the power of public school educators, UNITY&#8217;s role is not just organizational, it is essential.</p><p><strong>The Stakes Could Not Be Clearer</strong></p><p>New York City cannot afford another generation of educational policy shaped by private interests masquerading as reformers. Paraprofessional leaders in Unity drafted the bill and then spent months meeting with council members one by one, building support from the ground up until the bill earned a veto-proof majority.</p><p><strong>Then came yesterday.</strong></p><p>From the break of dawn, Unity members turned the city blue. Photos, messages, and signs poured in from every borough, showing unwavering support for the paraprofessionals who hold our schools together. Outside City Hall, paras spoke openly about the challenges they face and why this bill matters to their daily lives and their dignity.</p><p>Inside the chamber, the impact was unmistakable. Council members pressed the DOE and Office of Labor Relations in a tough, extended round of questioning. Council Member Keith Powers even remarked that he had never seen this level of visible support for a bill before. Paraprofessionals and Unity leadership, including Michael Mulgrew, delivered testimony that made one message impossible to ignore: our paras deserve respect, and they deserve it now.</p><p><strong>But the story doesn&#8217;t end with a powerful hearing.</strong></p><p>The next step is straightforward: the committee must reconvene and vote to advance the bill to a stated meeting, where the full Council can pass it into law. Unity is pushing to secure the earliest possible date so this bill does not stall or lose momentum.</p><p><strong>And that&#8217;s exactly why we must stay focused.</strong></p><p>While the Unity Caucus remains fully engaged in moving the Para Respect Check Bill across the finish line, this very morning, members of ABC&#8217;s failed slate took to social media to attempt to undermine the bill and slow the momentum our members achieved yesterday.</p><p>At a moment when our paras need unity, they showed division.</p><p>At a moment when educators citywide are fighting for respect, they showed that they are still out of touch.</p><p>We cannot let them distract us.
