With the leadership of Unity Caucus and the collective action of UFT members, Tier 6 members are now asking a different question]]></description><link>https://www.unitycaucus.org/p/unity-caucus-announcement-major-tier</link><guid isPermaLink="false">https://www.unitycaucus.org/p/unity-caucus-announcement-major-tier</guid><dc:creator><![CDATA[Unity Caucus]]></dc:creator><pubDate>Fri, 22 May 2026 23:04:17 GMT</pubDate><enclosure url="https://substack-post-media.s3.amazonaws.com/public/images/1c265754-6b6a-49eb-bb95-29de9a5e0173_1030x576.png" length="0" type="image/jpeg"/><content:encoded><![CDATA[<p>An email from UFT President Michael Mulgrew sent UFT members, especially Tier 6 members, dancing into Memorial Day Weekend.</p><p>Why?</p><p>Because the latest reports indicate that the state budget includes what could become the most significant Tier 6 reform we have ever achieved in a single step.</p><p>If approved as part of the final state budget, this proposed legislation would allow UFT TRS Tier 6 members, once forced to wait until age 63 for an unreduced pension, to retire five years earlier, at age 58 with 30 years of service and no penalty.</p><p>Five years.</p><p>That number matters.</p><p>In the musical <em>Rent</em>, the question is asked, <em>How do you measure a year?</em> Thanks to the leadership of the Unity Caucus and the collective action of UFT members, Tier 6 members are now asking a different question:</p><p>How do you measure five years?</p><p>A school year is 180 days.</p><p>Five years means 900 fewer days of required work.</p><p>It means five more summers spent retired instead of reporting to work in September.</p><p>It means retired holidays. Retired birthdays. More time with family. More time actually living.</p><p>It means up to $45,000 that stays in your pocket instead of going toward pension contributions.</p><p>It means up to $425,000 in pension payments between ages 58 and 63, years members previously would have had to keep working to receive.</p><p>And based on what is currently being reported, members would give back nothing to receive these gains.</p><p>While nothing is official until the legislature passes the budget and the reforms are signed into law, this level of progress did not happen by accident.</p><p>The movement began building momentum in 2024, but in 2025 and 2026 the campaign exploded into action. It started with the statewide Day of Action on May 6, 2025, demanding Tier 6 reform. Then came monthly Fix Tier 6 actions on the 6th of each month. School by school, borough by borough, members organized, rallied, posted, called legislators, and made sure Albany could not ignore us.</p><p>Then came the defining moment of the movement, the massive Fix Tier 6 Rally in Albany on March 8, 2026.</p><p>Thousands of members gave up their Sunday, boarded buses, and filled Albany with one message:</p><p>We will not back down until we FIX TIER 6.</p><p>Albany heard us.</p><p>Loud and clear.</p><p>That one day of unity helped move a fight many said would take decades. That movement helped create the momentum for the reforms now being discussed in the state budget.</p><p>And we are not done yet.</p><p>First, the legislature must officially pass the budget before these reforms become law. But while there is every reason to feel optimistic and proud of the progress made so far, President Mulgrew&#8217;s message remains clear. This is not the finish line.</p><p>Every member who participated in this campaign, from posting on social media, to signing pledges, to distributing flyers, to getting on a bus to Albany, helped push this issue to the forefront and move one of the most dramatic pension reform proposals our union has seen in years.</p><p>Unity made fixing Tier 6 a priority. UFT members built the movement. Instead, the school filled the jobs with a brand new paraprofessional and a substitute paraprofessional, bypassing longtime members Carmen Verola, Esther Arias, and Tina Porter, all veteran paraprofessionals with decades of service.</p><p style="text-align: justify;">Refusing to accept the violation of their contractual rights, the three members filed a grievance and pushed the case all the way to arbitration.</p><p style="text-align: justify;">The UFT Grievance Department argued the case on behalf of the members. A key part of the Union&#8217;s victory came through the testimony of John Kamps, whose experience and credibility helped demonstrate exactly why the grievants were entitled to the work.</p><p style="text-align: justify;">Drawing on more than 25 years of experience as a paraprofessional and his extensive knowledge of the paraprofessional contract, Kamps explained to the arbitrator how important per session opportunities are for paraprofessionals, particularly senior members approaching retirement. He testified that these positions are often rare, highly sought after, pensionable, and contractually awarded based on seniority.</p><p style="text-align: justify;">Kamps also walked the arbitrator through the contract language and the school&#8217;s seniority list, clearly showing why the three paraprofessionals, Verola, Arias, and Porter, should have been selected for the positions from the start.</p><p style="text-align: justify;">The arbitrator agreed and sustained the grievance.</p><p style="text-align: justify;">All three paraprofessionals were awarded &#8220;make whole&#8221; relief and will now receive the compensation and seniority credit they should have earned had they been selected for the position.</p><p style="text-align: justify;">This victory is about more than one grievance. It is a reminder of why experience matters in the paraprofessional chapter. When members&#8217; livelihoods and contractual rights are on the line, we need leaders like John Kamps who understand the work, understand the contract, and have the experience you need to effectively advocate for paraprofessionals in high stakes settings like arbitration.</p><p style="text-align: justify;">Before the arbitration, the members were offered a minimal settlement. The turnout reflected the growing attention around the upcoming First Vice Chair election for the Paraprofessional Chapter and the interest many members have in the future direction of the chapter.</p><p style="text-align: justify;">John, who is running for First Vice Chair, opened the meeting by introducing himself and sharing his background in the school system and the union. He has been a paraprofessional for 26 years, including 15 years at I.S. 5 in District 4. For the past 11 years, he has worked in the Personnel Department of the UFT, where he has played a direct role in supporting paraprofessionals across the city.</p><p style="text-align: justify;">Throughout the meeting, John emphasized the work he has already been doing on behalf of members. He spoke about helping paraprofessionals navigate the termination list process and assisting many members in keeping their jobs. He also discussed organizing substitute paraprofessional hiring fairs that resulted in more than 5,000 substitute paraprofessionals being nominated, many of whom have since moved into permanent positions.</p><p style="text-align: justify;">John promised members that the work would continue and improve moving forward.</p><p style="text-align: justify;">The meeting was not only focused on the campaign. John also spent considerable time sharing updates and information that directly affect paraprofessionals.</p><p style="text-align: justify;">One of the major topics discussed was the Respect Check. John explained that the issue remains at a standstill until the state budget is passed, but stressed that it continues to be one of the top three priorities for the council.</p><p style="text-align: justify;">He also addressed one of the most common issues affecting paraprofessionals across the system: time and attendance. According to John, attendance issues remain the number one cause of termination among paraprofessionals. He reminded members that paraprofessionals receive five CAR days per term and that exceeding those days can result in a letter to file from a principal. Continued attendance issues can eventually lead to further disciplinary action.</p><p style="text-align: justify;">Another important reminder focused on supervision rules outlined in Appendix A of the paraprofessional contract. John explained that paraprofessionals must remain under the direct supervision of a licensed pedagogue at all times. This applies not only in classrooms, but also during lunch and recess periods. He stressed that the rule is not a reflection on the capabilities of paraprofessionals, but rather a protection for members.</p><p style="text-align: justify;">John also reviewed upcoming elections. Members were reminded that the First Vice Chair election will take place through mail in ballots and that it is important to return ballots promptly and encourage coworkers to do the same. He also noted that the TRS election would take place in schools on Wednesday, May 13th, and shared that the UFT has endorsed Tom Brown.</p><p style="text-align: justify;">The conversation then shifted toward professional opportunities for paraprofessionals. John spoke about the unique skill set that paraprofessionals bring to schools and highlighted the Career Training Program as a pathway for members interested in becoming teachers. He discussed programs such as the voucher initiative, through which the DOE pays for up to six credits per semester during the fall, spring, and summer semesters.</p><p style="text-align: justify;">As the formal presentation concluded, John reiterated his commitment to the chapter and to expanding opportunities for paraprofessionals.</p><p style="text-align: justify;">&#8220;I enjoy this work that I do and I hope that I have the opportunity to do it for you for a longer period of time in this position,&#8221; he told attendees.</p><p style="text-align: justify;">But the meeting did not end there.</p><p style="text-align: justify;">After the presentation, John remained on Zoom for another hour answering questions directly from members. During the extended Q and A session, many attendees spoke openly in support of him. A consistent theme emerged throughout the discussion: members described John as accessible, responsive, and dependable.</p><p style="text-align: justify;">Dr. Renee Freeman said, &#8220;John Kamps has been an integral part of our chapter. He answers immediately. You never have to wait hours or days. This is the person we want working with us continuously.&#8221;</p><p style="text-align: justify;">Several members pointed out that no other candidate had organized a meeting specifically to hear directly from paraprofessionals in this way. Others shared personal stories about times John stepped in to help them or their colleagues during difficult situations.</p><p style="text-align: justify;">One of the most personal moments of the evening came when John&#8217;s mother, Dorothy Kamps, addressed the group.</p><p style="text-align: justify;">&#8220;I may be partial, but I know his work ethic,&#8221; she said. &#8220;I have to tell him at 11:00 on Saturday and Sunday, &#8216;Put your phone down.&#8217; He has a wife and beautiful daughter, but his heart is with the UFT. He is the person you want fighting for you.&#8221;</p><p style="text-align: justify;">She continued by emphasizing John&#8217;s relationships with council members and his role in helping move chapter initiatives forward.</p><p style="text-align: justify;">&#8220;When, not if, you get the respect check, he will be on the forefront,&#8221; she said.</p><p style="text-align: justify;">Throughout the night, John repeatedly encouraged members to reach out if they needed support, often ending answers with a simple message: &#8220;Email me if you need help.&#8221;</p><p style="text-align: justify;">He returned often to a phrase that clearly resonates with many paraprofessionals: &#8220;Once a para, always a para.&#8221;</p><p style="text-align: justify;">John closed the meeting with an emotional and direct message about the future of the chapter and the role paraprofessionals play within the school system.</p><p style="text-align: justify;">&#8220;This is a labor of love for me,&#8221; he said. &#8220;I&#8217;m here for you guys. We&#8217;re stronger as a whole. This chapter makes a huge difference. Our voices make a huge difference. For far too long we were okay with our voices being muted. I am not going to allow that to happen any longer. Priscilla won&#8217;t let that happen. Exec Board is pushing what paras do, that we are the backbone of the system, and we are essential workers who deserve more. We will continue to make progress and push forward.&#8221;</p><p style="text-align: justify;">He ended with a reminder that member participation matters.</p><p style="text-align: justify;">&#8220;Make sure to register for contract negotiation. When the survey comes out, take it. If you aren&#8217;t on the table, you&#8217;re on the menu. Mulgrew is actively engaged in these negotiations, underscoring the high stakes involved.</p><p>The timing is crucial. These discussions represent a rare moment when multiple union priorities align with budget cycles, creating both opportunity and urgency for UFT leadership to secure wins for members.</p><h2><strong>State Testing System Collapses: Union Files Formal Complaint</strong></h2><p>Underscoring ongoing technological failures in New York State&#8217;s education infrastructure, it&#8217;s standardized testing system crashed last week, forcing a postponement of assessments statewide.</p><p>Mary Vaccaro, Vice President of Education, reported that the system failure stemmed from a catastrophic capacity miscalculation. When 130,000 students attempted to log in simultaneously, the system&#8212;designed to handle only 13,000 students logging in per second&#8212;buckled under the load.</p><p>&#8220;The state&#8217;s story is that they&#8217;ve now corrected this and can handle 100,000 students per second,&#8221; Vaccaro explained. Her tone suggested skepticism about whether the fix would hold.</p><p>The union has filed a formal complaint with the State Education Department and raised multiple concerns about the testing debacle:</p><ul><li><p><strong>Test logging failures: </strong>Some students completed their assessments only to find their results never registered in the system</p></li><li><p><strong>Excessive wait times: </strong>Students sat idle for three hours waiting for tests to begin, reflecting poor crisis management by school administrators</p></li><li><p><strong>Unauthorized access:  </strong>Some students were kicked out of tests they weren&#8217;t supposed to take, creating confusion and frustration</p></li></ul><p>Testing resumed this week, but the union remains vigilant. The organization awarded the school $10,000 to provide books and reading opportunities to students and families, along with free hygiene supplies.</p><p>The event was so successful that First Book committed an additional $500 grant to support a book giveaway at the school&#8217;s end-of-year carnival.</p><p>&#8220;We&#8217;re really happy for First Book and want to thank them for their help,&#8221; DiBenedetto said.</p><h2><strong>May Day Solidarity and Member Engagement</strong></h2><p>May Day Worker Solidarity Rally on May 1st: members of the Member Action Committee participated in the rally and gathered afterward at Shanker Hall for an after-party.</p><p>Vinny Corletta, Middle School Executive Board member highlighted the continued engagement of union members in labor activism.</p><h2><strong>Health Fair Brings Mental Health Resources to Bronx Students</strong></h2><p>Michael Friedman, At-Large Executive Board member, reported on a successful health fair held at Bronx Community College. Working with the union&#8217;s Member Assistance Program, Friedman coordinated with Shelly Bigelow and Rachel Blau to distribute mental health resources to students.</p><p>&#8220;She came over there with 300 items&#8212;pamphlets and all sorts of paraphernalia for the students,&#8221; Friedman said. &#8220;It really was a great showing.&#8221;</p><p>The initiative demonstrates the union&#8217;s commitment to addressing the whole student and supporting mental health awareness on campuses.</p><h2><strong>TRS Teacher Trustee Election Underway</strong></h2><p>Christina McGrath, Executive Board member, announced that three candidates have been confirmed for the upcoming teacher trustee election. The union received candidate information from the Department of Education just as the meeting was beginning. This year&#8217;s ticket price increased to $5 per person&#8212;a donation that supports the UFT Disaster Fund, which assists members facing hardship from fires, floods, and other tragedies.</p><p>&#8220;The UFT is not making money off of it,&#8221; Barker emphasized. &#8220;This is a donation that we&#8217;re making to help members in need.&#8221;</p><p>Board members were asked to commit to signing up at least two members each for the event.</p><h2><strong>NYSUT Representative Assembly Conference Demonstrates Union Power</strong></h2><p>Rashad Brown, At-Large Executive Board member, reported on the union&#8217;s strong showing at the recent NYSUT RA conference, where UFT delegates successfully advanced all resolutions and recommendations.</p><p>&#8220;It shows the power of this union,&#8221; Brown said. &#8220;Our 250,000 members make up that 700,000 at NYSUT.&#8221;</p><p>The successful conference demonstrated the union&#8217;s influence within the broader AFT structure and the effectiveness of coordinated member advocacy.</p><h2><strong>Special Election Victory</strong></h2><p>In legislative news, the union&#8217;s endorsed candidate, Carl Wilson, won a special election for city council. The victory came after in-service and military members made calls on behalf of the candidate.</p><h2><strong>Looking Ahead: 5K, Banquet, and More</strong></h2><p>The union&#8217;s summer calendar is equally packed. The UFT 5K returns to Coney Island on Saturday, June 13, starting at 9 AM at Cyclone Stadium. What began as a serious runners&#8217; event has evolved into a family-friendly gathering, with awards for first stroller, first retiree, first student, and first family to cross the finish line.</p><p>&#8220;It&#8217;s a nice event. It&#8217;s a family event,&#8221; said Rich Mantel, Middle School VP. &#8220;People come with their kids.&#8221;</p><p>The Asian American Heritage Committee Banquet on May 22 will honor Virginia Aang from PS42 and Leroy Barr, with a lion dance performance and remarks from previous honoree Alan Lubin about diversity in schools.</p><h2><strong>Assistant Secretary Vacancy Announced</strong></h2><p>The board announced a vacancy for the position of Assistant Secretary. Our contract is set to expire on November 28, 2027, and the stakes could not be higher. What happens next will define not only the working conditions of educators, but the learning conditions of our students. If there is one lesson that can be gleaned from past negotiations, it is this: contracts are not won in isolation, but are built through the collective will, engagement, and power of the membership.</p><p>On April 22nd 2026, the UFT delegate assembly passed a resolution to officially start the negotiation cycle by creating a robust and diverse negotiating committee. The UFT will be surveying every member and then the negotiating committee will review those surveys and shape priorities for the upcoming 2027 contract. With each contract negotiation, we have increased the size of the negotiating committee and with it our negotiating power. We evolved from a 400-member team during the 2018 bargaining process to a 500 member negotiating committee in 2022. The plan to expand even further for 2027 is not just a numbers game; it is a strategic necessity. A larger, more inclusive negotiating body strengthens the union&#8217;s bargaining position by ensuring that no voice is sidelined and no constituency is overlooked. This expansion translates directly into power at the table.</p><p>The foundation of union democracy is the consent of the rank-and-file. Encouraging and utilizing the will of the membership creates an environment where voices are not just heard but respected, where engagement is not passive but active, and where solidarity is built through participation rather than rhetoric. Therefore, just as in 2022, the UFT intends to survey all members to identify needs, shape priorities, and set clear, unapologetic contract demands. This process must be thorough, transparent, and inclusive, as anything less would undermine the very strength we seek to build.</p><p>However, none of this matters without action. The negotiating committee must be formed promptly to allow sufficient time to fully equip divisions to advocate, strategize, and push back effectively. Additionally, the UFT must continue to mobilize and elevate collective member action through sustained, member-driven engagement. Organizing efforts, public advocacy, and visible solidarity are not trivial. They are the backbone of any successful negotiation. Real leverage comes from a unified membership that is informed, involved, and, above all, ready to act.</p><p>The goal is clear: a fair, just, and representative contract. But achieving that goal will require more than intention. It will demand urgency, discipline, and unwavering commitment to the collective power of the membership. As the sun sets on our current memorandum of agreement, we are presented with a great opportunity. How we deliver for our in-service members this round, while also laying the groundwork for future contractual victories depends on all of City Council Speaker, Julie Menin proudly confirmed her unwavering support for the reintroduced Para Respect Check Bill. On Monday, March 9th, the Bill went to a hearing before City Council and was very well received (<a The board voted unanimously in favor, with multiple members voicing their approval.</p><h2><strong>President&#8217;s Report</strong></h2><p><strong>UFT President Michael Mulgrew </strong>provided critical information and guidance regarding the storm situation. He explained that the city had transitioned from what was expected to be a traditional snow day to a decision by City Hall and the Department of Education to keep schools open despite receiving more snow than anticipated. President Mulgrew stated that the union did not agree with this decision but acknowledged that, under mayoral control, the city has the authority to make such determinations.</p><p><strong>Key Points from President Mulgrew</strong></p><p>&#10004; The city expects low attendance from both students and staff</p><p>&#10004; The Chancellor confirmed that transportation issues would be handled with understanding</p><p>&#10004; Members have union protections and the right to make personal safety decisions</p><p>&#10004; No one can be forced to come to work if they determine it&#8217;s unsafe</p><p>&#10004; The Department of Sanitation assured overnight cleanup operations</p><p>&#10004; Schools and custodians had completed their preparation work</p><h2><strong>Transportation Delay Procedures</strong></h2><p><strong>Mike Sill </strong>provided detailed guidance on the proper procedures for members experiencing transportation difficulties. He explained that members unable to reach work due to extraordinary transportation delays should complete Form OP-201 for pedagogical staff or Form PD-19 for paraprofessionals and administrative employees. While these forms technically cover up to three hours of delay, precedent exists for full-day absences in extraordinary circumstances, such as when the BQE was flooded for an entire day in the past.</p><h2><strong>Question Period</strong></h2><p><strong>Ashley Rzonca</strong>, Executive Board at Large, raised concerns about the Long Island Rail Road (LIRR) suspension and the impact on members facing three-hour travel delays. She inquired whether affected members should use CAR days or personal days. The response clarified the OP-201 process and emphasized that members should apply for extraordinary transportation delay status rather than using their personal leave time.</p><p><strong>Shawn Ramos </strong>reported receiving numerous questions from District 31 members on the same topic and requested clarification on the procedures. Mike Sill reiterated the explanation of non-attendance days and the OP-201 application process, emphasizing that these are paid days with no deductions when approved for extraordinary transportation delays.</p><p><strong>Lamar Hughes </strong>raised questions about members who live outside the five boroughs and the practical challenges of parking after snow plowing operations. He noted that parking availability is often overlooked in emergency planning. The response acknowledged these concerns and confirmed that the city expects low attendance but has not provided specific solutions for parking challenges. Members were advised to use public transportation when possible and to document any delays using the OP-201 form.</p><p><strong>Daniel Rodrigez</strong>, sought clarification on grievance procedures when OP-201 forms are denied or delayed. He noted that principals can only approve up to three hours, with superintendent approval required for longer absences. <strong>Mark Collins </strong>provided comprehensive guidance on filing timelines: members should file grievances within 30 school days of a denial and within three months of becoming aware of any payroll issues, though prompt action is encouraged. He emphasized that members should take affirmative action and file grievances if informal resolution is not possible.</p><p><strong>Tracy Ivanic </strong>inquired about the Department of Education&#8217;s response to concerns about Class Size and the Central DOE placing more than 20 students in classes despite class-size reduction requirements. Mike Sill reported that this matter was discussed with the DOE earlier that day. The DOE is enrolling students at rates based on outdated class-size limitations rather than the new requirements, particularly affecting kindergarten, 6th-grade, and 9th-grade classes. The union expects a response from the DOE within the week, especially for schools where reduced class sizes were part of their submitted plans.</p><p><strong>Rich Mantell, VP for Middle Schools (Passover Seder Observance) </strong>brought forward an important question regarding religious observance for Passover in 2026. He noted that the first Seder falls on April 1st, which is a school day this year. Unlike previous years when spring break began the day before the first Seder, this year&#8217;s calendar places the Seder on a school day, requiring religious observance accommodation.</p><p><strong>Passover Religious Observance Policy:</strong>Mike Sill explained the historical precedent for this situation. In years when spring break starts the day before the first Seder, the day before that is typically not granted as religious observance. However, in years like 2026 when the first Seder falls on a school day, that day is granted as a religious observance day. This policy has been in place for decades. Sill confirmed that he had already reached out to the DOE to ensure they were aware of this situation and to prevent principals from causing difficulties for members applying for this day. The DOE acknowledged awareness and committed to appropriate messaging in the Personnel Digest.</p><p><strong>District Activities &amp; Events</strong></p><p><strong>Nancy Aromando</strong>, Executive Board at Large, reported on upcoming professional development opportunities for Districts 15 and 20:</p><p><strong>Wednesday Workshop: </strong>FBA BIP (Functional Behavioral Assessment/Behavior Intervention Plan) data collection workshop via Zoom with Steven Minster</p><p><strong>March 3rd Presentation: </strong>Tom Brown will present on pensions at PS 24 in District 15</p><p><strong>Raul Garcia </strong>announced that next week will be Social Worker Appreciation Week. He encouraged members to show appreciation to social workers they encounter. The UFT will host its 10th Annual Social Worker Appreciation Day event at the union headquarters on Friday, 3/6. Garcia noted this is consistently one of the most well-attended appreciation events.</p><p><strong>Elizabeth Perez </strong>announced that the Jewish Heritage Committee will host a Purim celebration on Thursday at 5:00 PM at the Brooklyn office. All members are welcome to attend this cultural celebration.</p><p><strong>Mavis Yon </strong>reported on the Muslim Educators&#8217; Third Annual Ramadan Iftar Dinner scheduled for Friday. Tickets are $30, with doors opening at 4:30 PM and the event running from 5:00 PM onward. This annual event provides an opportunity for community building and cultural celebration.</p><p><strong>Sheryl Pender</strong>, Secretary Chapter Leader, announced that the Manhattan Secretary Meet and Greet originally scheduled for Wednesday, February 25th has been rescheduled due to the storm. The new date is March 18th at Whitehorse Tavern on Stone Street. A rescheduling email is being sent out, and an updated flyer with a new link will be distributed. All leaders are invited to attend and support their secretaries.</p><p><strong>Karen Alford </strong>reported on the successful African Heritage Dinner Dance held just before the break. <strong>Mavis Yon </strong>was honored as the recipient of the Frederick Douglass Award. The event also provided student scholarships, with recipients receiving funds for college as well as laptops. The TRS Board makes decisions that directly affect our retirement security, and we need steady, experienced leadership in that seat. Tom Brown has spent more than four decades serving our union and protecting our pensions. He has been a chapter leader for 18 years, a pension consultant for 30 years, a TRS trustee for 12 years, and chair of the TRS Board for three. That depth of experience is not theoretical. It has translated into real gains for our members.</p><p>Since 1997, Tom has fought to strengthen and expand retirement benefits. He worked to reduce vesting from 10 years to five, giving more educators access to the pensions they paid into. He supported auto enrollment for paraprofessionals, helping more members build long term security. He helped lower the number of highest earning years used to calculate final pension benefits from five to three, putting real money into retirees&#8217; pockets. These are lasting changes that continue to benefit members today.</p><p>Many of you know Tom personally. You may have attended one of his pension workshops, read his <em>Secure Your Future</em> column in New York Teacher, or spoken with him directly about your retirement options. Thousands of members have relied on his guidance because they know he understands both the system and the people it serves. Sill, who has served the union for nearly 13 years in roles including Director of Personnel and Assistant Secretary, was nominated by Middle School VP Rich Mantell and endorsed by former Secretary Leroy Barr. Sill committed to transparency and accountability, stating he stands ready to listen when corrected. The position of Assistant Secretary is now vacant, with nominations to be accepted at the February 23rd Executive Board meeting.</p><p><strong>Tom Brown Endorsed for TRS Trustee Re-election</strong></p><p>The board unanimously passed a resolution endorsing Tom Brown for re-election to the New York City Teachers Retirement Board. For most of us, our pension is our single largest financial asset. It is deferred compensation earned over decades of service, and it is something that must be protected with vigilance and care.</p><p>That responsibility falls to the TRS Board of Trustees. Trustees are elected to safeguard the fund so that when you are ready to retire, you can do so with dignity and security.</p><p>This spring, one of the three educator trustee seats on the Board of TRS will be up for election.</p><p>As current trustees, we want to share an important update. Earlier this evening, the Unity Caucus Steering Committee met and voted to recommend endorsing Tom Brown for another term as trustee of the Teachers&#8217; Retirement System. That recommendation was then brought to the full Unity Caucus membership and just after 8:00 p.m., over 900 members voted anonymously to unanimously endorse Tom Brown.</p><p>For anyone who knows Tom, this outcome comes as no surprise.</p><p>Tom Brown has spent years doing the unglamorous, deeply consequential work of protecting our pensions. Whether in the UFT pension office, serving as Assistant Treasurer of the UFT, or representing educators on the TRS Board, Tom has consistently put members first. He understands that pensions are always a target for politicians, hedge funds, and so-called reformers looking for short-term gains at the expense of long-term security.</p><p>During his time on the board of TRS, Tom has been a steady, informed, and principled advocate. He has fought to strengthen the fund, improve benefits, and ensure that decisions are made with retirees and active members in mind, not political convenience or outside pressure. Under his leadership and with the work of the board, TRS has remained one of the best-funded public pension systems in the nation.</p><p>That didn&#8217;t happen by accident.</p><p>Unity&#8217;s endorsement reflects trust earned through experience, competence, and results. At a time when public pensions across the country are under attack, we need trustees who know the system, understand the stakes, and are prepared to fight for our members every single day.</p><p>Unity is proud to stand with Tom Brown, and so are we. A motion to approve was seconded and passed without opposition.</p><p><strong>Officer Reports</strong></p><p>CTE Conference and Awards Highlights, VP for CTE, Leo Gordon shared updates on the CTE Impact on Achievement Conference, which was successfully conducted online, drawing over 200 participants. Additionally, Leo shared insights into the CTE Awards, noting that 41 of the 51 awardees had confirmed their participation, while chapter leaders will receive invitations to this event.</p><p>VP for High Schools, Janella Hinds unveiled two upcoming gatherings: the &#8220;Future in Focus&#8221; event on February 6, 2026, at Bronx Community College, and a college fair on March 27, 2026, at SUNY Maritime.</p><p>Paraprofessional Chapter Chair, Priscilla Castro reported on the successful District 75 Paraprofessional and Functional Chapter Training at TWA, despite inclement weather.</p><p>VP of Elementary Schools, Karen Alford drew attention to the 18th Annual Early Childhood Conference scheduled for April 25, highlighting keynote speaker Dr. Meisha Porter and Congamoves, as well as the presentation of the Abe Levine Award to Amy Craine, of the Richmond Pre-K Center, Cohort B.</p><p>VP of Middle Schools, Rich Mantell wrapped announced the Middle School Conference on February 7th, featuring eight workshops on diverse topics, including classroom management and Tier 6 reform.</p><p><strong>District Reports</strong></p><p>Rudolph Bastien broached the subject of remote learning on Tuesday January 27, to which LeRoy stated that the City had announced that schools would be open.</p><p>Faiza Khalid announced an upcoming Tier 6 day of action on February 6th in Manhattan and at the District 5 Office.</p><p>Mavis Yon discussed the African Heritage Committee&#8217;s annual dinner dance scholarship event, also on February 6th.</p><p>Elizabeth Espert, shared the success of Uptown UFT&#8217;s Coquito event, which raised nearly $300.</p><p>Nancy Aromando announced several Brooklyn  initiatives, including informational sessions on pensions, tenure workshops, and welcoming events for new members.</p><p>Shameeka Hunter detailed the UFT&#8217;s inaugural Juneteenth celebration trip to Charleston, South Carolina, from June 18-21.</p><p>Rashad Brown discussed the impending Black History film series, set to launch on January 29 and continue throughout the month of February, with a focus on themes from Gullah culture to systemic injustices.</p><p>VP of Education Mary Vaccaro highlighted the success of the Center for School Improvement&#8217;s AI conference and announced additional weekend study sessions to aid educators in passing the New York State education test, available in all five boroughs.</p><p>Information about the Muslim Educators Association&#8217;s &#8220;Festival of Lights&#8221; event, attended by numerous UFT members, was shared by Seung Lee.</p><p><strong>Tier 6 Campaign</strong></p><p>Emily James provided an update on the Tier 6 campaign, gearing up for its &#8220;Make It Human Day&#8221; on February 6th, with reminders being sent to campaign leaders and members.</p><p><strong>Resolutions</strong></p><p>Vanecia Wilson reported on the postponement of early voting for a special election due to inclement weather, with resumption scheduled for the following day, and mentioned an upcoming vigil for the late Alex Pretti. The board also passed a resolution in solidarity with AFGE Local 3911&#8217;s memorial vigil for Alex Pretti, as introduced by Janella Hinds.</p><p><strong>Officer Vacancy</strong> </p><p>The executive board declared a vacancy for the position of Secretary, with nominations expected at the February 9 meeting and, if necessary, an election on February 23rd.</p><p><strong>Closing</strong></p><p>The meeting was adjourned.
