The June 1st minutes were approved unanimously without discussion. The June 5th AdCom minutes were also approved, though discussion arose regarding a non-substantive wording change to one resolution. The change, which involved adding a missing word to the final &#8220;whereas&#8221; clause, was made at the last minute in response to feedback from AFT. Board members were assured that this modification preserved the resolution&#8217;s original intent.. The June 12th AdCom minutes were similarly approved without opposition.</span></p><h4><span data-color="rgb(17, 17, 17)" style="color: rgb(17, 17, 17);">President&#8217;s Report: Summer Planning and Key Initiatives</span></h4><p><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">President Mulgrew opened by noting that the organization is preparing for the summer season while maintaining the momentum built throughout the year. The focus remains on supporting chapters and advancing union priorities.</span></p><h4><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">Para Respect Check Progress</span></h4><div class="callout-block" data-callout="true"><p><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">The president announced that a meeting is scheduled for the following day at City Hall specifically to address this matter. Notably, this represents the second such meeting in less than four days, indicating the urgency and intensity of negotiations. The costing of the legislation is complete with the City Council and City Hall. The president emphasized this agreement cannot be used against the union in future collective bargaining negotiations. The president stressed that the city must bear the costs resulting from its previous actions in collective bargaining. The goal is to finalize the respect check by the end of June or July.</span></p></div><h4><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">Negotiating Committee Expansion</span></h4><p><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">The Negotiating Committee has grown substantially to over 750 members, which the president characterized as &#8220;massive.&#8221; This expansion means that the negotiation process will require careful coordination and clear prioritization. The committee is scheduled to meet on June 24th to discuss priorities and concerns. Following this meeting, the board will reconvene in September and October to compile all proposals into a comprehensive negotiating platform. The president emphasized that with such a large committee, individual chapters must build strong cases for their specific needs. While money and compensation are understood as baseline expectations, chapters need to articulate what specific items are most critical to their members.</span></p><h4><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">School Calendar and Regional Exams</span></h4><p><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">A brief discussion arose regarding high school regional exams and graduation scheduling. The president made clear that regional exams cannot be moved or cancelled. While schools have the choice regarding graduation timing, the exam schedule is non-negotiable.</span></p><h4><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">End of Year Status</span></h4><p><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">With only eight days remaining in the school year (excluding Friday, which is a day off), the board is in the final stretch. The president noted the focus is on wrapping up the year strong.</span></p><h4><span data-color="rgb(17, 17, 17)" style="color: rgb(17, 17, 17);">Recognition of Accomplishments During the 2025-2026 SY </span></h4><p><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">The president took time to recognize and thank all board members for their exceptional work throughout the year. Beginning in September and continuing through June we have achieved what the president described as &#8220;massive accomplishments.&#8221; Special recognition was given to the work on the Fix Tier Six campaign, which required a significant lift.</span></p><p><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">President Mulgrew also acknowledged the often-invisible work that board members do on behalf of their chapters and members. This includes constant support&#8212;addressing administrator concerns, personal issues, and the myriad challenges that members face. The president emphasized that this work, combined with the board&#8217;s efforts to move the union forward, represents the true value of the board&#8217;s service.</span></p><h4><span data-color="rgb(17, 17, 17)" style="color: rgb(17, 17, 17);">Summer Wishes</span></h4><p><span data-color="rgb(26, 26, 26)" style="color: rgb(26, 26, 26);">President Mulgrew wished all board members a phenomenal summer and noted that he would see most of them multiple times throughout the summer months. The final message was simple but heartfelt: relax, enjoy, and take care of yourselves. Betty Checo, Undrea Polite, and Dr. Renee Freeman were each elected unopposed, while John Kamps won a decisive victory for First Vice Chair.</p><p>Election victories, however, are not the finish line. As John Kamps reminded members throughout the campaign, &#8220;Winning an election is an opportunity to continue doing the work.&#8221;</p><p>The fight for the Paraprofessional Respect Check continues. As preparations begin for the next round of contract negotiations, improving paraprofessional pay and strengthening the economic security of our members will remain the top priorities.</p><p>The Unity on strike to secure class size limits in the contract, to the recent landmark class size law, to navigating the complex challenges of implementation, Unity has remained focused on one goal: delivering lower class sizes for the students of NYC and for UFT members.</p><p style="text-align: justify;">This week, that commitment and struggle has produced another victory.</p><p style="text-align: justify;">As part of legislation extending the timeline for full implementation of the class size law, the UFT secured something educators have never had before: substantial financial compensation for teachers assigned oversized classes in schools that receive state-approved exemptions.</p><p style="text-align: justify;">It is a groundbreaking achievement and one that reflects Unity Caucus&#8217;s long-term strategy of pursuing both economic gains and classroom improvements for educators.</p><h2><strong>The Unity &#8220;AND&#8221; Strategy</strong></h2><p>During the 2023 contract campaign, opposition argued that UFT members should accept lower wage increases in exchange for class size provisions.</p><p>The Unity Caucus rejected that approach.Instead, Unity created a strategy that would deliver the highest wages possible in that contract <strong>AND</strong> smaller classes, because we know that our members deserve <strong>both</strong>.</p><p>Rather than sacrificing salary increases at the bargaining table, Unity pursued a broader strategy. The pattern for wage increases during that bargaining was set by DC-37 and was low. Unity advocated to not take lower wages for smaller class sizes. Instead, to secure the highest wages possible and to simultaneously fight for class size improvements through legislation, political action, and ongoing negotiations with city and state leaders.</p><p>Unity&#8217;s strategy produces results and most importantly real money for our members! Even the New York Post has to admit that &#8220;the teachers&#8217;union delivered a masterclass in wheeling and dealing&#8230;UFT President Michael Mulgrew bent a little to help the mayor&#8211;but at a price.&#8221;</p><p><strong>Turning Class Size Violations into Real Compensation</strong></p><p>For decades, the UFT contract has contained class size protections.</p><p>When violations occurred, members could receive time as compensation. But there was never a mechanism to provide meaningful financial compensation for educators who continued teaching oversized classes.</p><p>That has now changed.</p><p>Under the new agreement, teachers whose classes remain above the new class size limits because of approved space or hard-to-staff exemptions will be eligible for differentials of:</p><ul><li><p>Up to $8,500 during the 2026-27 school year</p></li><li><p>Up to $9,500 during the 2027-28 school year</p></li></ul><p>As the Post wrote, &#8220;Mulgrew said the bonus pay for non-compliance will serve as a stick &#8212; an incentive &#8212; to pressure the city to comply with the class size reduction law.&#8221;</p><h2><strong>Understanding the Extension</strong></h2><p>The state has proposed legislation extending the implementation timeline for the class size law.</p><p>Schools will now be required to reach:</p><ul><li><p>70% compliance by 2026-27</p></li><li><p>80% compliance by 2027-28</p></li><li><p>90% compliance by 2028-29</p></li><li><p>100% compliance by 2029-30</p></li></ul><p style="text-align: justify;">The reality is that the final stages of implementation are the most difficult. To achieve compliance, some schools require additional classroom space or major construction projects.</p><p style="text-align: justify;">While the UFT understands these struggles are real, the city must also be held accountable. This win ensures that if the city receives additional time to come into compliance that our members will be compensated for the delays.</p><h2><strong>Who Will Receive the Differential?</strong></h2><p>Teachers may be eligible if they teach non-compliant classes in schools that receive approved space or hard-to-staff exemptions from the New York State Education Department.</p><p>Those exemption decisions will be made each November.</p><p>Not every teacher assigned an oversized class will qualify. Eligibility is tied specifically to schools receiving approved exemptions under the implementation framework.</p><h2><strong>Leadership Matters</strong></h2><p>The Unity Caucus has always understood that lasting progress requires more than slogans, campaign promises, and complaints. This victory was the culmination of months of organizing and member engagement. On February 9, over 900 Unity Caucus members voted unanimously to endorse Tom Brown, recognizing his outstanding record as a chapter leader, pension consultant, UFT Assistant Treasurer, and TRS Board Chair. That support was later reinforced by endorsements from both the UFT Executive Board and the Delegate Assembly.</p><p>Endorsements alone, however, do not win elections. Michael Mulgrew and the Unity Caucus won every officer position.</p><p>The election had been conducted by mail ballot, with in-person options available at designated UFT locations and events, leaving the question, is there a way to make the voting process easier?</p><p>With this question in mind, the UFT Executive Board convened a task force to explore the viability of electronic voting or online voting.</p><p>The task force was made up of members of the three slates. It included representatives from Unity Caucus, ABC, and ARISE. At the first meeting, it became clear that most members came in expecting this to be a short conversation. It seemed like adding electronic voting would be a no-brainer since the UFT already uses electronic voting for SBO elections. Could voting for UFT officers be that different?</p><p>It turned out, yes.</p><p><strong>What the Task Force Learned</strong></p><p>Officer elections are governed by federal labor law and Department of Labor regulations that impose strict requirements around election integrity and ballot secrecy. SBO elections are not subject to these laws.</p><p>To get a complete picture, the task force brought in an expert in electronic voting. The expert provided a thorough review of the legal, technological, and security considerations involved in voting electronically in officer elections.</p><p>With this information in hand, the task force reviewed the Department of Labor&#8217;s most recent guidance, issued in December 2024, and examined the challenges that electronic voting posed to verifying voter identity, protecting ballot secrecy, preventing coercion, and maintaining member confidence in results.</p><p>What emerged from those conversations was sobering. Under current law and with current technology, moving to online voting for UFT officer elections would be costly and create serious risks. An electronic vote would likely face a legal challenge significant enough to throw the election results into question. Worst of all, these legal challenges could be seized upon by bad actors in our union and the federal government who are looking to subvert the democratic will of our members. The same features that make online voting appealing are precisely what would give bad actors the tools to question, delay, or delegitimize results they don&#8217;t like. <a href="https://www.unitycaucus.org/p/one-more-fact-uft-members-win">The integrity of the union&#8217;s democracy and our member&#8217;s faith in the voting process is the Unity Caucus&#8217;s highest concern.</a></p><p><strong>The Recommendation</strong></p><p>The task force recommended that the UFT continue using mail ballots for officer elections, maintain a third-party in-person voting option, and not move to online voting at this time.</p><p><strong>The Door Remains Open</strong></p><p>This is not a permanent decision. One of the task force&#8217;s key recommendations is that the UFT continue monitoring developments in election technology, legal requirements, and the practices being adopted by peer organizations. Online voting remains worth revisiting as technology advances and the regulatory picture becomes clearer.</p><p>It is also worth noting that the UFT was ahead of the curve here. The next officer election is not until 2028, but the task force met this year, took the question seriously, included members from all slates, brought in real expertise, and was able to find broad consensus across caucus lines on almost every issue.</p><p>What that process made clear is that digital does not automatically mean better, easier, or safer. The union&#8217;s obligation is not only to maximize convenience. It is to protect election integrity, preserve member confidence, and ensure compliance with federal law.</p><p>For now, the most responsible path forward is to maintain mail ballots, keep the in-person option, and watch as the law and technology evolves. With the leadership of Unity Caucus and the collective action of UFT members, Tier 6 members are now asking a different question]]></description><link>https://www.unitycaucus.org/p/unity-caucus-announcement-major-tier</link><guid isPermaLink="false">https://www.unitycaucus.org/p/unity-caucus-announcement-major-tier</guid><dc:creator><![CDATA[Unity Caucus]]></dc:creator><pubDate>Fri, 22 May 2026 23:04:17 GMT</pubDate><enclosure url="https://substack-post-media.s3.amazonaws.com/public/images/1c265754-6b6a-49eb-bb95-29de9a5e0173_1030x576.png" length="0" type="image/jpeg"/><content:encoded><![CDATA[<p>An email from UFT President Michael Mulgrew sent UFT members, especially Tier 6 members, dancing into Memorial Day Weekend.</p><p>Why?</p><p>Because the latest reports indicate that the state budget includes what could become the most significant Tier 6 reform we have ever achieved in a single step.</p><p>If approved as part of the final state budget, this proposed legislation would allow UFT TRS Tier 6 members, once forced to wait until age 63 for an unreduced pension, to retire five years earlier, at age 58 with 30 years of service and no penalty.</p><p>Five years.</p><p>That number matters.</p><p>In the musical <em>Rent</em>, the question is asked, <em>How do you measure a year?</em> Thanks to the leadership of the Unity Caucus and the collective action of UFT members, Tier 6 members are now asking a different question:</p><p>How do you measure five years?</p><p>A school year is 180 days.</p><p>Five years means 900 fewer days of required work.</p><p>It means five more summers spent retired instead of reporting to work in September.</p><p>It means retired holidays. Retired birthdays. More time with family. More time actually living.</p><p>It means up to $45,000 that stays in your pocket instead of going toward pension contributions.</p><p>It means up to $425,000 in pension payments between ages 58 and 63, years members previously would have had to keep working to receive.</p><p>And based on what is currently being reported, members would give back nothing to receive these gains.</p><p>While nothing is official until the legislature passes the budget and the reforms are signed into law, this level of progress did not happen by accident.</p><p>The movement began building momentum in 2024, but in 2025 and 2026 the campaign exploded into action. It started with the statewide Day of Action on May 6, 2025, demanding Tier 6 reform. Then came monthly Fix Tier 6 actions on the 6th of each month. School by school, borough by borough, members organized, rallied, posted, called legislators, and made sure Albany could not ignore us.</p><p>Then came the defining moment of the movement, the massive Fix Tier 6 Rally in Albany on March 8, 2026.</p><p>Thousands of members gave up their Sunday, boarded buses, and filled Albany with one message:</p><p>We will not back down until we FIX TIER 6.</p><p>Albany heard us.</p><p>Loud and clear.</p><p>That one day of unity helped move a fight many said would take decades. That movement helped create the momentum for the reforms now being discussed in the state budget.</p><p>And we are not done yet.</p><p>First, the legislature must officially pass the budget before these reforms become law. But while there is every reason to feel optimistic and proud of the progress made so far, President Mulgrew&#8217;s message remains clear. This is not the finish line.</p><p>Every member who participated in this campaign, from posting on social media, to signing pledges, to distributing flyers, to getting on a bus to Albany, helped push this issue to the forefront and move one of the most dramatic pension reform proposals our union has seen in years.</p><p>Unity made fixing Tier 6 a priority. UFT members built the movement. Instead, the school filled the jobs with a brand new paraprofessional and a substitute paraprofessional, bypassing longtime members Carmen Verola, Esther Arias, and Tina Porter, all veteran paraprofessionals with decades of service.</p><p style="text-align: justify;">Refusing to accept the violation of their contractual rights, the three members filed a grievance and pushed the case all the way to arbitration.</p><p style="text-align: justify;">The UFT Grievance Department argued the case on behalf of the members. A key part of the Union&#8217;s victory came through the testimony of John Kamps, whose experience and credibility helped demonstrate exactly why the grievants were entitled to the work.</p><p style="text-align: justify;">Drawing on more than 25 years of experience as a paraprofessional and his extensive knowledge of the paraprofessional contract, Kamps explained to the arbitrator how important per session opportunities are for paraprofessionals, particularly senior members approaching retirement. He testified that these positions are often rare, highly sought after, pensionable, and contractually awarded based on seniority.</p><p style="text-align: justify;">Kamps also walked the arbitrator through the contract language and the school&#8217;s seniority list, clearly showing why the three paraprofessionals, Verola, Arias, and Porter, should have been selected for the positions from the start.</p><p style="text-align: justify;">The arbitrator agreed and sustained the grievance.</p><p style="text-align: justify;">All three paraprofessionals were awarded &#8220;make whole&#8221; relief and will now receive the compensation and seniority credit they should have earned had they been selected for the position.</p><p style="text-align: justify;">This victory is about more than one grievance. It is a reminder of why experience matters in the paraprofessional chapter. When members&#8217; livelihoods and contractual rights are on the line, we need leaders like John Kamps who understand the work, understand the contract, and have the experience you need to effectively advocate for paraprofessionals in high stakes settings like arbitration.</p><p style="text-align: justify;">Before the arbitration, the members were offered a minimal settlement. The turnout reflected the growing attention around the upcoming First Vice Chair election for the Paraprofessional Chapter and the interest many members have in the future direction of the chapter.</p><p style="text-align: justify;">John, who is running for First Vice Chair, opened the meeting by introducing himself and sharing his background in the school system and the union. He has been a paraprofessional for 26 years, including 15 years at I.S. 5 in District 4. For the past 11 years, he has worked in the Personnel Department of the UFT, where he has played a direct role in supporting paraprofessionals across the city.</p><p style="text-align: justify;">Throughout the meeting, John emphasized the work he has already been doing on behalf of members. He spoke about helping paraprofessionals navigate the termination list process and assisting many members in keeping their jobs. He also discussed organizing substitute paraprofessional hiring fairs that resulted in more than 5,000 substitute paraprofessionals being nominated, many of whom have since moved into permanent positions.</p><p style="text-align: justify;">John promised members that the work would continue and improve moving forward.</p><p style="text-align: justify;">The meeting was not only focused on the campaign. John also spent considerable time sharing updates and information that directly affect paraprofessionals.</p><p style="text-align: justify;">One of the major topics discussed was the Respect Check. John explained that the issue remains at a standstill until the state budget is passed, but stressed that it continues to be one of the top three priorities for the council.</p><p style="text-align: justify;">He also addressed one of the most common issues affecting paraprofessionals across the system: time and attendance. According to John, attendance issues remain the number one cause of termination among paraprofessionals. He reminded members that paraprofessionals receive five CAR days per term and that exceeding those days can result in a letter to file from a principal. Continued attendance issues can eventually lead to further disciplinary action.</p><p style="text-align: justify;">Another important reminder focused on supervision rules outlined in Appendix A of the paraprofessional contract. John explained that paraprofessionals must remain under the direct supervision of a licensed pedagogue at all times. This applies not only in classrooms, but also during lunch and recess periods. He stressed that the rule is not a reflection on the capabilities of paraprofessionals, but rather a protection for members.</p><p style="text-align: justify;">John also reviewed upcoming elections. Members were reminded that the First Vice Chair election will take place through mail in ballots and that it is important to return ballots promptly and encourage coworkers to do the same. He also noted that the TRS election would take place in schools on Wednesday, May 13th, and shared that the UFT has endorsed Tom Brown.</p><p style="text-align: justify;">The conversation then shifted toward professional opportunities for paraprofessionals. John spoke about the unique skill set that paraprofessionals bring to schools and highlighted the Career Training Program as a pathway for members interested in becoming teachers. He discussed programs such as the voucher initiative, through which the DOE pays for up to six credits per semester during the fall, spring, and summer semesters.</p><p style="text-align: justify;">As the formal presentation concluded, John reiterated his commitment to the chapter and to expanding opportunities for paraprofessionals.</p><p style="text-align: justify;">&#8220;I enjoy this work that I do and I hope that I have the opportunity to do it for you for a longer period of time in this position,&#8221; he told attendees.</p><p style="text-align: justify;">But the meeting did not end there.</p><p style="text-align: justify;">After the presentation, John remained on Zoom for another hour answering questions directly from members. During the extended Q and A session, many attendees spoke openly in support of him. A consistent theme emerged throughout the discussion: members described John as accessible, responsive, and dependable.</p><p style="text-align: justify;">Dr. Renee Freeman said, &#8220;John Kamps has been an integral part of our chapter. He answers immediately. You never have to wait hours or days. This is the person we want working with us continuously.&#8221;</p><p style="text-align: justify;">Several members pointed out that no other candidate had organized a meeting specifically to hear directly from paraprofessionals in this way. Others shared personal stories about times John stepped in to help them or their colleagues during difficult situations.</p><p style="text-align: justify;">One of the most personal moments of the evening came when John&#8217;s mother, Dorothy Kamps, addressed the group.</p><p style="text-align: justify;">&#8220;I may be partial, but I know his work ethic,&#8221; she said. &#8220;I have to tell him at 11:00 on Saturday and Sunday, &#8216;Put your phone down.&#8217; He has a wife and beautiful daughter, but his heart is with the UFT. He is the person you want fighting for you.&#8221;</p><p style="text-align: justify;">She continued by emphasizing John&#8217;s relationships with council members and his role in helping move chapter initiatives forward.</p><p style="text-align: justify;">&#8220;When, not if, you get the respect check, he will be on the forefront,&#8221; she said.</p><p style="text-align: justify;">Throughout the night, John repeatedly encouraged members to reach out if they needed support, often ending answers with a simple message: &#8220;Email me if you need help.&#8221;</p><p style="text-align: justify;">He returned often to a phrase that clearly resonates with many paraprofessionals: &#8220;Once a para, always a para.&#8221;</p><p style="text-align: justify;">John closed the meeting with an emotional and direct message about the future of the chapter and the role paraprofessionals play within the school system.</p><p style="text-align: justify;">&#8220;This is a labor of love for me,&#8221; he said. &#8220;I&#8217;m here for you guys. We&#8217;re stronger as a whole. This chapter makes a huge difference. Our voices make a huge difference. For far too long we were okay with our voices being muted. I am not going to allow that to happen any longer. Priscilla won&#8217;t let that happen. Exec Board is pushing what paras do, that we are the backbone of the system, and we are essential workers who deserve more. We will continue to make progress and push forward.&#8221;</p><p style="text-align: justify;">He ended with a reminder that member participation matters.</p><p style="text-align: justify;">&#8220;Make sure to register for contract negotiation. Mulgrew is actively engaged in these negotiations, underscoring the high stakes involved.</p><p>The timing is crucial. These discussions represent a rare moment when multiple union priorities align with budget cycles, creating both opportunity and urgency for UFT leadership to secure wins for members.</p><h2><strong>State Testing System Collapses: Union Files Formal Complaint</strong></h2><p>Underscoring ongoing technological failures in New York State&#8217;s education infrastructure, it&#8217;s standardized testing system crashed last week, forcing a postponement of assessments statewide.</p><p>Mary Vaccaro, Vice President of Education, reported that the system failure stemmed from a catastrophic capacity miscalculation. When 130,000 students attempted to log in simultaneously, the system&#8212;designed to handle only 13,000 students logging in per second&#8212;buckled under the load.</p><p>&#8220;The state&#8217;s story is that they&#8217;ve now corrected this and can handle 100,000 students per second,&#8221; Vaccaro explained. The organization awarded the school $10,000 to provide books and reading opportunities to students and families, along with free hygiene supplies.</p><p>The event was so successful that First Book committed an additional $500 grant to support a book giveaway at the school&#8217;s end-of-year carnival.</p><p>&#8220;We&#8217;re really happy for First Book and want to thank them for their help,&#8221; DiBenedetto said.</p><h2><strong>May Day Solidarity and Member Engagement</strong></h2><p>May Day Worker Solidarity Rally on May 1st: members of the Member Action Committee participated in the rally and gathered afterward at Shanker Hall for an after-party.</p><p>Vinny Corletta, Middle School Executive Board member highlighted the continued engagement of union members in labor activism.</p><h2><strong>Health Fair Brings Mental Health Resources to Bronx Students</strong></h2><p>Michael Friedman, At-Large Executive Board member, reported on a successful health fair held at Bronx Community College. Working with the union&#8217;s Member Assistance Program, Friedman coordinated with Shelly Bigelow and Rachel Blau to distribute mental health resources to students.</p><p>&#8220;She came over there with 300 items&#8212;pamphlets and all sorts of paraphernalia for the students,&#8221; Friedman said. &#8220;It really was a great showing.&#8221;</p><p>The initiative demonstrates the union&#8217;s commitment to addressing the whole student and supporting mental health awareness on campuses.</p><h2><strong>TRS Teacher Trustee Election Underway</strong></h2><p>Christina McGrath, Executive Board member, announced that three candidates have been confirmed for the upcoming teacher trustee election. The union received candidate information from the Department of Education just as the meeting was beginning. PPO plan. Fueled by over $1.4 million in dark money, the case was a direct attack on the premium-free healthcare Unity Caucus members fought for and won. That effort has now failed. The ruling keeps five years of premium-free coverage on track, expands access to providers across the tri-state area, and secures real benefit improvements.</p><p><a href="https://www.unitycaucus.org/p/your-healthcare-is-under-attack-unity?utm_source=publication-search">Unity said it in November and it holds true today</a>: we will always defend our members&#8217; healthcare. Every outside attempt to roll back these gains has failed because our union stands strong and united. Our contract is set to expire on November 28, 2027, and the stakes could not be higher. What happens next will define not only the working conditions of educators, but the learning conditions of our students. If there is one lesson that can be gleaned from past negotiations, it is this: contracts are not won in isolation, but are built through the collective will, engagement, and power of the membership.</p><p>On April 22nd 2026, the UFT delegate assembly passed a resolution to officially start the negotiation cycle by creating a robust and diverse negotiating committee. The UFT will be surveying every member and then the negotiating committee will review those surveys and shape priorities for the upcoming 2027 contract. With each contract negotiation, we have increased the size of the negotiating committee and with it our negotiating power. We evolved from a 400-member team during the 2018 bargaining process to a 500 member negotiating committee in 2022. The plan to expand even further for 2027 is not just a numbers game; it is a strategic necessity. A larger, more inclusive negotiating body strengthens the union&#8217;s bargaining position by ensuring that no voice is sidelined and no constituency is overlooked. This expansion translates directly into power at the table.</p><p>The foundation of union democracy is the consent of the rank-and-file. Encouraging and utilizing the will of the membership creates an environment where voices are not just heard but respected, where engagement is not passive but active, and where solidarity is built through participation rather than rhetoric. Therefore, just as in 2022, the UFT intends to survey all members to identify needs, shape priorities, and set clear, unapologetic contract demands. This process must be thorough, transparent, and inclusive, as anything less would undermine the very strength we seek to build.</p><p>However, none of this matters without action. The negotiating committee must be formed promptly to allow sufficient time to fully equip divisions to advocate, strategize, and push back effectively. Additionally, the UFT must continue to mobilize and elevate collective member action through sustained, member-driven engagement. Organizing efforts, public advocacy, and visible solidarity are not trivial. They are the backbone of any successful negotiation. Real leverage comes from a unified membership that is informed, involved, and, above all, ready to act.</p><p>The goal is clear: a fair, just, and representative contract. But achieving that goal will require more than intention. It will demand urgency, discipline, and unwavering commitment to the collective power of the membership. As the sun sets on our current memorandum of agreement, we are presented with a great opportunity. How we deliver for our in-service members this round, while also laying the groundwork for future contractual victories depends on all of This Saturday, March 7, we will be celebrating the great work paraprofessionals do at the <a href="https://www.uft.org/get-involved/events/2026-paraprofessionals-awards-luncheon">Paraprofessionals Awards Luncheon</a>. By showing up, we send a clear message to those who disrespect our work that every role within our schools demands respect.</p><p>The Awards Luncheon is our chance to recognize that commitment and celebrate the difference paraprofessionals make in the lives of our students and the strength of our union.</p><p>Although online registration is now closed, members who would still like to attend are welcome to show up and register on-site. I encourage you to spread the word and invite colleagues to come out, even if they did not sign up in advance. This year&#8217;s celebration will feature breakfast, CTLE workshops, games and prizes, wellness giveaways, and a celebratory luncheon, all designed to honor and uplift our paraprofessionals and create a day of appreciation and connection.
